Renaming patches is possibly the worst thing that can be done to get yourselves in game, although I can fully understand why you would want to do it. The patches contain a series of changes that must be applied to files in your installs, and what you're doing by renaming them is to trick the launcher into thinking it's up-to-date when in fact you're actually missing the latest bunch of fixes.
This could lead to anything from crashes of the game, to missing ship assets, corrupted graphics and all manner of strange behaviour.
I understand why you're doing it though; the Launcher fails and so you download the offline patches, in the hope that the Launcher can be told to apply them, Unfortunately this isn't the case. I also want to thank you for working with us on this. I know that it's incredibly frustrating to have these issues, and I can only stress that it's my number one priority to resolve these and other Launcher issues, so that we can all benefit.

Permission Denied errors are usually thrown when a process is holding onto a file and thus stopping the EVE Repair Tool or EVE Launcher from updating/fixing/modifying the file. If you haven't already, please ensure that there are no running ExeFile.exe, eve.exe or launcher.exe processes locking the file.

I ran the repair tool countless times, even did a completely clean install of EvE. I was so desperate I even reinstalled Windows just to fix it. Guess what the results are... nothing, still getting same error, except now it's trying to create EVE_Online_404131-404131_win.patch. Ran the repair tool now, it found absolutely nothing. It's because you appear to be behind a proxy or firewall that is redirecting your traffic: http://192.168.2.14:15871/cgi-bin/blockpage.cgi?ws-session=84039016
The EVE Launcher is currently unable to handle 302 redirects, which this proxy or firewall appears to be employing. Given the page being referenced in the URL I posted (which I copied from your log), I would guess that it's some form of website block (see: "blockpage.cgi" in the URL). Just so that I understand you properly, you are unable to access any of the links you provided (repair, patches, launcher)?
If that's the case, then that's the cause for your inability to patch. You need to be able to access the http://client.eveonline.com webserver, and for some reason are unable to. You've bought a phone, with 4G capabilities, and have tethered it to your computer/laptop to be able to surf the internet with the package provided by your internet service provider (ISP) or phone company. Now, both of them will have some documentation; the phone will have one detailing the capabilities of the phone itself, and your ISP should have provided you with some form of documentation detailing what the service is that they are providing you with.

If you've attempted to run the ExeFile.exe in the bin folder, with no luck, then you're assertion that it would be better to return to "old faithful" is a little misplaced. Is your DirectX uptodate? There should be DirectXRedist.exe in the bin folder to install it. If you could run that and let me know if you have any more luck getting in.
